NJ ANCHOR Program

Homeowners & Renters

The ANCHOR program provides property tax relief to New Jersey homeowners and renters who meet income requirements. For the 2025 benefit year, the State will automatically file on behalf of most eligible residents — watch for your ANCHOR Benefit Confirmation Letter beginning August 10, 2026.

The filing deadline for the 2025 benefit year is November 2, 2026. If you receive a Benefit Confirmation Letter and need to update banking info or opt out, act before September 15, 2026.

ANCHOR Eligibility & Filing Info

Key Details

  • Homeowners: NJ gross income must not exceed $250,000. You must have occupied your NJ home as your primary residence on October 1, 2025.
  • Renters: NJ gross income must not exceed $150,000. Your rental must have been your main home on October 1, 2025, and subject to property taxes.
  • Most eligible residents under 65 (not collecting Social Security or Railroad Retirement disability benefits) will be auto-filed by the State on September 15, 2026. Watch for your Benefit Confirmation Letter starting August 10, 2026.
  • Seniors (65+) and Social Security/Railroad Retirement disability recipients must file Form PAS-1 on their own — the State will not auto-file for them. Deadline: November 2, 2026.

Senior Freeze Program

Property Tax Reimbursement for Seniors & Disabled Residents

Seniors & Disabled

The Senior Freeze (Property Tax Reimbursement) program reimburses eligible senior citizens and disabled persons for increases in their property taxes or mobile home park site fees above a base year amount — effectively freezing your property tax bill.

Applications are mailed each year to previously enrolled participants. New applicants and those who exceeded the income limit last year (a one-time exemption may apply) should visit the NJ Division of Taxation website.

Key Details

  • You (or your spouse/civil union partner) must be age 65 or older as of December 31, 2025, or actually receiving federal Social Security or Railroad Retirement disability benefit payments.
  • You must have owned and lived in your home since December 31, 2022 or earlier (homeowners), or leased a mobile home park site since December 31, 2022 or earlier (mobile home owners).
  • Income limits: total annual income must have been $168,268 or less in 2024, and $172,475 or less in 2025 (combined if married/civil union and living in the same home).
  • The reimbursement equals the difference between your base year property taxes and your current year property taxes — the longer you stay enrolled, the greater the potential benefit.

StayNJ Program

Property Tax Relief for Senior Homeowners

Seniors 65+

StayNJ provides property tax benefits to eligible senior homeowners in New Jersey. Benefits are paid in installments and can be combined with ANCHOR and Senior Freeze for maximum relief. Apply using Form PAS-1, which covers all three programs in a single application.

The 2025 Tax Year (PAS-1) application deadline is November 2, 2026. Check your benefit status at the NJ Division of Taxation website.

Key Details

  • You (or your spouse) must have been age 65 or older during 2025, and owned and lived in your home for the full 12 months of 2025.
  • Your home must be subject to property taxes or P.I.L.O.T. payments. Renters and mobile home owners are not eligible for StayNJ.
  • Income limit is $200,000. Maximum annual benefit: $6,500 (income up to $100,000), $5,000 ($100,001–$150,000), or $4,000 ($150,001–$200,000).
  • StayNJ benefits can be stacked with ANCHOR and Senior Freeze. The 2025 benefit will be paid in February and May 2027.
